Bill was an instrumental member of our CEC and Idaho special educators community. Bill is someone with a seemingly endless endurance for helping teachers, students, and paraprofessionals. He was an encouraging figure to keep moving. He will always be synonymous with this organization for me. Thank you.

I met Bill when we both were working for the State Department of Education. We became friends. As the SDE staff traveled to events and school districts, I was always happy when Bill was coming with us. Bill had a strong commitment to special education. After we left the SDE we continued to meet at events around the state and keep in contact. When Bill was president of Idaho CEC, his Vice President had to leave, so Bill asked me to step in. Bill is the reason that I, and many others are involved in CEC. Bill was one of the kindest people I know. His kindness and compassioned inspired me to be a better person. Special Education in Idaho has lost a true champion. I will miss Bill. When I go to events and conferences, I think I will still scan the room looking for Bill. Rest in Peace my friend. Till we meet again.

I met Bill for the first time when he worked for the State Department of Education in Special Education Department as a consultant in charge of file review. When approached regarding process questions, he took time to introduce himself and asked questions which district I was working for. He was always friendly and interested in what I had to say.
Last year, when I became part of the Executive Board of the Idaho Council for Exceptional Children, Bill was the President. He lost his president elect who was in charge of the annual conference. ID CEC annual conference is the main annual professional development and networking opportunity for members of ID CEC. Bill stepped in and took over running the conference. It was particularly challenging due to the COVID pandemic. He lead the Executive Board in hosting an annual in person conference.
I will miss Bill and his counsel on Executive Board matters. The last time I saw Bill was last August during the IASEA breakfast meeting and he was his smiling and happy self.
Rest now, Bill and know that your work with ID CEC will continue.

It’s hard to know what to say. I didn’t get to see Uncle Bill much in my adult life, but when I was young and lucky enough to spend stretches of time with the Morriss family in the summers--especially when they lived on the farm—well, that was just plain heaven on earth. Those days so long ago made a big impression on me. It was there it became clear Uncle Bill was a dreamer. He’d have an idea and just give it a go!! If only we could all be so brave and indefatigable! He did many different things and accomplished so much in his lifetime. I wish I could be more like him. Uncle Bill never stopped learning or teaching others. What a role model. I’m really going to miss seeing his big, beautiful smile and hearing his sweet voice. I love you, Uncle Bill.

Bill was a colleague and friend of mine for many years. Bill did an amazing job as the Idaho CEC President, and I was honored to serve on the board with him. I always loved to be around Bill at the special education director meetings and conferences because was always so positive and uplifting to all of us. He was a great mentor to all of us and made all of us better educators. Bill was a strong advocate for students with disabilities and their families. He will be sorely missed by all of his colleagues and friends.

I want to share that Mr. Morris was a great help to me as a new special education teacher over 15 years.
